Scott Heefner

Mr. Scott Heefner stands as a prominent thought leader in the intricate domains of critical infrastructure, excelling in the care, protection, and economic sustainability of vital assets. With an expansive career spanning energy, environment, water, and facilities infrastructure, he has become a recognized authority, offering subject matter expertise and support across more than 20 countries.

Trained as a civil engineer, Scott’s early expertise lies in cost analysis, economic and financial assessment, infrastructure capital investment strategies, organizational transformation, business development, and executive leadership. Holding a Bachelor’s degree in Civil Engineering from the Georgia Institute of Technology and a Master of Science in Engineering from Utah State University, he is also a licensed Professional Engineer in Georgia and Virginia.

Before joining the Southeastern Universities Research Association (SURA), Scott held pivotal roles in renowned professional services organizations such as Booz Allen Hamilton, TASC, and Information International Associates. In these capacities, he demonstrated executive leadership, overseeing multiple lines of technology businesses.

Scott’s recent position as the President of Allegheny Science and Technology (AST) underscores his strategic vision and executive leadership capabilities. His expertise spans infrastructure investment, life cycle cost analysis, performance-based standards, innovation, and resilience.

An active member of the American Society of Civil Engineers (ASCE), Scott is invited to the prestigious Industry Leadership Council. This select group of industry thought leaders advises the ASCE Board of Direction on critical infrastructure issues, including investment strategies, life cycle cost analysis, performance standards, innovation, and resilience.

Beyond his professional engagements, Scott actively contributes to addressing local community issues. He serves on the Executive Council of the DC Chapter of Childhelp, a nonprofit organization dedicated to assisting victims of child abuse and neglect, operating programs such as the National Child Abuse Hotline and group homes across the country.
