Joseph Scarcello

Chief Programs Officer

Mr. Scarcello has over 38 years of government and commercial finance, including contracts management, and procurement management. Career positions include: Chief Financial Officer and Business Operations Manager for a SURA Subsidiary, Vice President of Contract Administration for an American multinational corporation providing services to Federal and State governments. Mr. Scarcello has also worked as Contracts and Procurement Manager at several Department of Energy facilities providing Management and Operations support at two weapons sites, as well as providing subcontract management at the Strategic Petroleum Reserve.

Prior to joining SURA in DC, Mr. Scarcello worked as the Chief Financial Officer (CFO) and Business Operations Manager for Jefferson Science Associates in Newport News, Virginia. For eleven years he supported management and operations services at the Thomas Jefferson National Accelerator Facility (TJNAF) and was responsible for prime contract management, finance, accounting, budget, procurement, technology transfer and project management. In addition, he was a member of the National Laboratory Chief Financial Officer Group and Technology Transfer Working Group.

Before CFO at TJNAF, Mr. Scarcello was Vice President of Contract Administration for Computer Sciences Corporation’s Applied Technologies Division and prior to acquisition DynCorp Applied Technologies Division for six years combined. With an annual business base of $850 million, he developed proposals with the business development team, develop teaming arrangements and joint ventures, developed and administered subcontracting plans, transition of contracts at award, and managed a team of contracting professionals. He managed ongoing contracts and subcontracts for services including: base and range operations, information technology (IT) aviation maintenance and professional services for US and State governments.  Mr. Scarcello was on the Board for several CSC and DynCorp private companies.

Mr. Scarcello began his career as a Buyer for Martin Marietta Corporation working on NASA’s Shuttle External Tank Program at the Michoud Plant, in New Orleans, Louisiana, procuring manned space flight hardware for the External Tank for a couple years, before moving to two Department of Energy management and operations contracts for radiological activities at Rocky Flats in Golden, Colorado and Hanford Reserve in Washington state. He spent 6 years combined at these sites managing the prime contracts, procurement activities and small business programs.
