Welcome Scott Heefner as Chief Growth Officer
WASHINGTON D.C. ― The Southeastern Universities Research Association (SURA) is pleased to announce the appointment of Scott Heefner as the organization’s new Chief Growth Officer. With his extensive experience in critical infrastructure assets and leadership in various industries, Mr. Heefner brings valuable expertise to SURA.
Mr. Heefner is a recognized thought leader in the care, protection, and economic feasibility of critical infrastructure assets, having led lines of business in the energy, environment, water, and facilities infrastructure segments. He has provided subject matter expert support and served clients in over 20 countries, establishing himself as an expert in the field.

Hearne, President and CEO of the Southeastern Universities Research Association. “He will be vital in charting this next phase of SURA’s organizational growth into a world leading university consortium providing scientific solutions for the nation.”
Scott trained as a civil engineer before developing expertise in cost, economic and financial analysis, infrastructure capital investment strategies, organizational transformation, business development and executive leadership. He earned a Bachelor’s of Civil Engineering (BCE) at the Georgia Institute of Technology and a Master of Science in Engineering at Utah State University. He is a licensed Professional Engineer in Georgia and Virginia.
Prior to joining SURA, Scott worked at several successful professional services organizations including Booz Allen Hamilton, TASC and Information International Associates where he served in various executive leadership capacities running multiple lines of technology businesses. Most recently, Scott served as the President of Allegheny Science and Technology (AST).
Scott is active in various professional trade organizations and belongs to the American Society of Civil Engineers (ASCE). For ASCE, Scott is an invited member of the Industry Leadership Council, a select group of industry thought leaders from a diverse set of public and private sector organizations that advise the ASCE Board of Direction on key issues such as infrastructure investment, life cycle cost analysis, performance- based standards, innovation, and resilience.
In addition to his industry-related activities, Scott is active in local community issues. He serves on the Executive Council of the DC Chapter of Childhelp, a nonprofit organization that operates programs and services for victims of child abuse and neglect including the National Child Abuse Hotline and group homes around the country.
SURA is a consortium of fifty-six member universities that fosters collaborations which enhance members’ capabilities of undertaking significant, transformative scientific research projects that no single institution can handle independently. The Thomas Jefferson National Accelerator Facility is managed by Jefferson Science Associates, LLC, a wholly owned subsidiary of SURA, for the U.S. Department of Energy’s Office of Science.
