POSITION TITLE: Senior Program Manager
REPORTS TO: Chief Programs Officer
POSITION SUMMARY:
The Senior Program Manager will oversee programs and projects ranging from $100k to $10M annually, contributing to strategic initiatives, operational improvements, and scientific, technological, and engineering advancements. Reporting to the Chief Programs Officer, this role combines leadership in program and project management with business development to expand SURA’s impact.
MAJOR RESPONSIBILITIES:
- Supervise and manage diverse program and project teams, including staff, consultants, and contractors, located both onsite and remotely.
- Serve as the primary liaison between SURA and funding entities, ensuring projects are delivered on time, within scope, and within budget.
- Develop and manage detailed project and program schedules, utilizing tools such as MS Project or Primavera P6.
- Identify and mitigate project risks and manage changes to project scope, schedules, and costs using industry-standard techniques.
- Establish and enforce SURA policies and procedures to achieve program goals, including monitoring and improving performance.
- Prepare and deliver regular updates and reports to internal and external stakeholders, detailing project strategy, adjustments, and progress.
- Develop documentation for projects, including subcontract work statements, strategic plans, white papers, presentations, abstracts, and final reports.
- Lead the development of grant and contract proposals in collaboration with the Chief Programs Officer and Chief Growth Officer.
- Foster and maintain relationships with partnering organizations, stakeholders, and funding agencies.
- Implement DOE and industry best practices throughout project execution to ensure compliance and quality.
- Travel to domestic customer locations as required (not to exceed 25% of the time).
REQUIRED SKILLS AND EXPERIENCE:
- Bachelor’s degree in physical sciences, engineering, project management, or a related field (or equivalent education and experience).
- Minimum of 5-10 years of experience in program and project management, with a track record of success in planning, deployment, and operations in scientific or technological environments.
- Proficiency in project scheduling tools (e.g., MS Project, Primavera P6) and resource planning.
- Strong communication skills to engage effectively at all organizational levels and with external stakeholders.
- Experience supervising both onsite and remote teams.
- Demonstrated ability to lead projects that align with DOE or FAR-based contract requirements.
DESIRED QUALIFICATIONS:
- Master’s degree in a relevant discipline.
- Project Management Professional (PMP) certification or equivalent.
- Experience with DOE laboratory environments and project management practices.
- Familiarity with physical sciences and technologies enabling collaborative advancements.
- Ability to measure performance and identify areas for improvement using industry standards.
WORK ENVIRONMENT:
The position is based in Washington, D.C., with occasional travel to domestic locations as needed
