This position is part of the National Institute of Standards (NIST) Professional Research Experience (PREP) program. NIST recognizes that its research staff may wish to collaborate with researchers at academic institutions on specific projects of mutual interest, thus requires that such institutions must be the recipient of a PREP award. The PREP program requires staff from a wide range of backgrounds to work on scientific research in many areas. Employees in this position will perform technical work that underpins the scientific research of the collaboration.
Research Title: Field Studies and Resilience Data Standardization
The work will entail: The Field Studies and Resilience Data Standardization (FSRD) project aims to bridge the gap in post-disaster data collection by developing a standardized, interdisciplinary methodology for assessing damage, losses, and functional recovery that integrates social, spatial, and structural physical data. FSRD proposes a modular post-disaster assessment methodology that leverages a Spatial Data Collection Support System (SDCSS). This SDCSS will integrate hazard characterization data, engineering-based damage assessments of buildings and infrastructure, and validated socio-economic survey and interview instruments to offer an approach to systematically collect, store, and analyze data collected in the field and by virtual reconnaissance.
Key responsibilities will include but are not limited to:
- Strategic Design:
- Provide subject matter expertise on data fields for inclusion in developed tools
- Integrate probability-based sampling and interdisciplinary indicators into the modular FSRD methodology.
- Technical Development:
- Design and validate automated instruments for the SDCSS, ensuring high fidelity in hazard characterization and damage state classification.
- Assist with IRB clearance of instruments
- Field Leadership:
- Lead multi-disciplinary teams in high-pressure field environments to collect validated socio-economic and structural data.
- Mentorship of team members
- External Influence: Represent NIST research at international conferences and contribute to peer-reviewed publications.
Qualifications
- US citizens preferred; currently living in the United States.
- PhD degree in Meteorology, Engineering, Social Science, or a related field.
- 5 years of relevant experience in collecting post-disaster field data to characterize hazard intensity, damage to buildings and other structures, effectiveness of mitigation actions, and protective actions.
- 5 years of relevant experience in the development of survey and interview instruments, including IRB clearance.
- Ability to collect, organize, and analyze complex, multi-disciplinary disaster datasets that include spatial data and survey/interview data.
- Strong oral and written communication skills.

Purpose: The National Institute for Standards and Technology (NIST) hosts the Professional Research Experience Program (PREP) which is designed to provide valuable laboratory experience and financial assistance to undergraduates, post-bachelor’s degree holders, graduate students, master’s degree holders, postdocs, and faculty.
PREP is a 5-year cooperative agreement between NIST laboratories and participating PREP Universities to establish a collaborative research relationship between NIST and U.S. institutions of higher education in the following disciplines including (but may not be limited to) biochemistry, biological sciences, chemistry, computer science, engineering, electronics, materials science, mathematics, nanoscale science, neutron science, physical science, physics, and statistics. This collection of information is needed to facilitate administrative functions of the PREP Program.
Routine Uses: NIST will use the information collected to perform the requisite reviews of the applications to determine eligibility, and to meet programmatic requirements.
